MapServer for Windows from MapTools.org. If you are a beginner looking for a complete MapServer solution in the Windows platform, or an advanced user looking to avoid compiling your own, this is what you're looking for. MS4W is a complete HTTPD/PHP/MapScript/MapServer (and then some) package--you only get to install the beast once and you get a complete web mapping environment. MS4W includes PHP MapScript, C# MapScript, Python 2.4 MapScript, Java 1.4 MapScript, and additional dlls for SDE (9.1) and Oracle (10.2) support.
